Bush Waves Goodbye With One Finger
And guess which one? Picking up on what has previously been written about midnight regulations, Rolling Stone details “Bush’s Final F.U.”These are laws that will be locked-in and hard to undo by the incoming administration. While every president has done some last-minute legal housekeeping, these wingnuts are doing it at a record pace.

“The administration is handing out final favors to its friends,” says Véronique de Rugy, a scholar at George Mason University who has tracked six decades of midnight regulations. “They couldn’t do it earlier – there would have been too many political repercussions. But with the Republicans having lost seats in Congress and the presidency changing parties, Bush has nothing left to lose.”
The most jaw-dropping of Bush’s rule changes is his effort to eviscerate the Endangered Species Act. Under a rule submitted in November, federal agencies would no longer be required to have government scientists assess the impact on imperiled species before giving the go-ahead to logging, mining, drilling, highway building or other development. The rule would also prohibit federal agencies from taking climate change into account in weighing the impact of projects that increase greenhouse emissions – effectively dooming polar bears to death-by-global-warming. According to Carl Pope, executive director of the Sierra Club, “They’ve taken the single biggest threat to wildlife and said, ‘We’re going to pretend it doesn’t exist, for regulatory purposes.’”

Under midnight regulations, the administration is seeking to lock in the domestic spying it began even before 9/11. One rule under consideration would roll back Watergate-era prohibitions barring state and local law enforcement from spying on Americans and sharing that information with U.S. intelligence agencies. “If the federal government announced tomorrow that it was creating a new domestic intelligence agency of more than 800,000 operatives reporting on even the most mundane everyday activities, Americans would be outraged,” says Michael German, a former FBI agent who now serves as national security policy counsel for the ACLU. “This proposed rule change is the final step in creating an America we no longer recognize – an America where everyone is a suspect.”
And here is the best hope to undo what Bush is doing:
The best option for overturning the rules, ironically, may be a gift bestowed on Obama by Newt Gingrich. Known as the Congressional Review Act, it was passed in 1996 to give Congress the option of overriding what GOP leaders viewed at the time as excessive regulation by Bill Clinton. The CRA allows Congress to not only kill a new rule within 60 days, but to do so with a simple, filibuster-immune majority. De Rugy, the George Mason scholar, expects Democrats in the House and Senate to make “very active use of the Congressional Review Act.”









The Endangered Species Act could certainly use some revision. I care about animals, but I care more about humanity. That’s not to say tha I don’t recognize that we must all coexist. And it’s not to say that I don’t recognize the many health benefits of animals and plants. (Interesting side note- did you know that squirrels are immune to rattlesnake venom, and scientists are working with their DNA to develop better antidotes for us?)
What I’m saying is that there must be a balance between the relations of our species.

I think we ought to care about our fine feathered and furry friends, BUT not to the degree of putting thousands of hard working, decent people out of work. That is the biggest problem about the endangered species act. They seem to care way to much about the animale, etc. then their fellow man. Their creed seems to be “lets save this animal and screw the hundreds of families who will lose their jobs, their homes. The families are not important.”
God has given us dominion over the animals, birds, fish, etc. We are to care for His creation but we are not to become subserviant to them.

Alan, thanks for continuing to bring this subject to light. Not content with the amount of damage he has done to the country, Bush has been doing as much as he can to work against the interests of the American people in terms of health care, labor, the environment and civil liberties.

Where is the balance with the eniro-weinies? Why do environmental impact studies take 7 to 10 years? Is it because most companies will withdraw their attempt to build because of the loooooogg delay? That is a tactic of the EPA.

The problem with Bush’s latest environmental oversight is simple and I can’t believe it’s being overlooked. On the most basic level, environmentalists are not looking out for the animal as much as they are realizing that protecting animals ultimately sustains human existence. It’s called the food chain, or something. The rate of extinction is currently higher than at any point since the extinction of the dinosaurs and the Endangered Species Act slows this rate here in our country. Deregulating is not the answer to save jobs all the time…sometimes you just need to use your head a little bit and be more creative.

I voted for Him. The people payed close attention to what he stood for as far as being a conservative. The other 2 candidates that were running against him in 2000 and 2004 stood for the New World Order! I listened carefully to what he had to say about it. President Bush decieved the conservatives. Yes he stood for moral values but to sign the North American Union into effect without Congress knowing it??? To merge America and Canada and Mexico together as one union by 2010. That is why they don’t want border controll.
A plan to destroy our economy along with Clinton and his Dad Former Bush and yes we can go back further. To destroy our constitution. Which with Pres-elect Obama and his birth certificate of being a British born, the Supreme Court would not hear the case and it seems Obama can do anything and come out smelling like a rose..so this has already began with Obama and destroying our Constitution. I am so grieved to know that this country that I love and it’s freedoms has been lied to and going into a New World Order..a police state….one world govt. & one world religion and a one world money system. No. Sorry. Science really isn’t that conniving … here’s how it really works with studies in general:
Statistical data on planet environmental changes as well as changes in species distribution depend on mathematical models (there are many of them … you can google them if you like, but here are a few common ones used to calculate different effects on climate change in particular: Hadley Centre Global Climate Model, or the Integrated Model to Asses the Greenhouse Effect). Since we are dealing with a larger model here (i.e., habitats of animals in any given area), with many different variables, the more time that is spent on the data-taking process, the more accurate the data is. There are many different variables that go into how habitats are affected including pH, nitrate concentration, availability of food (prey, etc.), places to mate, places to have offspring, etc. Some species are highly specific in their requirements – including you! This is why habitat destruction is very important – because it can have consequences on how we live (take away trees and you won’t have a place for your owl to live, but you also won’t have a very nice – though not the major – source of CO2 removal and O2 replinishment through photosynthesis). Think back to when you were in grade school and you were trying to find the “best-fit” line to a model. The more points you had for your line or whatever, the easier it was and more accurate to fit a model to predict future behavior. Same here. The longer the study is conducted, the more data is gathered and the better the data set for statistical analysis. – Samples are better when they are larger and random. To make said samples larger and random, it takes time.
Since some of these predictions may involve doomsday consequences, it is very good to spend the time that is necessary to do things right. (Doomsday consequences could involve return of malaria into the United States, etc.) No sense in scaring people over nothing, so you have to take care not to extrapolate too much.
I know that including global climate change is a little off-topic, but it does play into the Endangered Species Act.

Sorry to not make that clear enough, but just trying to defend my back as a member of the scientific community.
As for said doomsday consequences … I was talking more on the stage of emerging global diseases and other natural disasters and less on the stage of things that have already been proven to be true (the whole WMD fiasco and the hole in the ozone layer …). The point was more on the danger of extrapolation. We can’t know for sure which diseases will emerge and where and if they will become endemic or not. This is why it takes a while to research well and conduct good studies because a bad study can really scare the public into fear without cause (think back to the study in the Lancet a while back that “linked” autism to vaccines … the damage was done even though the study was complete bogus. People are still afraid about a possible link to autism although multiple studies with actual controls and without conflicting interests have been published to say the contrary).
