Arkansas Senator Blanche Lincoln is going to have a June 8 run-off with her Democratic primary challenger, Lt. Governor Bill Halter. Neither candidate was able to garner a majority of the vote, necessary in that state to win the nomination.  Even though Lincoln has said she’d be happy with even a run-off result, it’s not a good sign when an incumbent isn’t a clear-cut victor.
