Newark Mayor Cory Booker notes the war on drugs is a failure and unfairly targets the black population.

Booker’s criticism comes one day after New Jersey advanced a bill to decriminalize marijuana, which states that if a person is caught with 15 grams of weed or less they would face a $150 fine.

Booker said on Twitter that treatment and not incarceration should be the goal, and that the drug war was costing billions and destroying lives.
