The man who fashions himself “America’s toughest sheriff” is accused of violating the civil rights of Latinos and legal U.S. citizens. ACLU attorney Cecelia Wang: ”The sheriff has essentially equated illegal with Latino, and his deputies have gone out and disproportionately stopped Latinos and people they presume to be Latinos.”
