Tom Coburn (R-Okla.), Chuck Schumer (D-N.Y.), Mark Kirk (R-Ill.) and Joe Manchin (D-W.Va.) that is expected to focus chiefly on overhauling background checks to ensure all prospective owners’ past histories are vetted.
